Given:

I have a score(number based on few parameters based in each county like population, education, crime etc) for each county(all states) in United States. I have an investment amount(some small,some large) in few counties in each state. I want to conduct a statistical test of significance of the county scores i invested compare to overall score..This is what i came up with so far:

1.Take top 20 counties (based on my investment amount) as one set.Take mean or median of this set.

2.Remove these 20 counties from original(all county list) and make it as one more set

3.Now do a t-test to compare the means of these two sets.

 

I want to see if the above setup is correct or not. And how can i improve it
